Non-verbal communication was the act of communicating using one's actions rather than voice (verbal communication).
In 2267, Zefram Cochrane explained his communication with the Companion as being on a non-verbal level, though that didn't stop him from saying what he meant to. (TOS: "Metamorphosis")
In 2377, after being attacked despite assurances that USS Voyager had no ill intentions, Kathryn Janeway suggested using non-verbal communication with the Hirogen instead, by employing evasive pattern beta 6 and disabling their weapons. The tactic worked. (VOY: "Flesh and Blood")
