He coordinated the 2377 Antarian Trans-stellar Rally. To settle a dispute about who would host the pre-game reception, he accepted Captain Janeways offer to host it aboard Voyager. (VOY: "Drive")
- O'Zaal was played by Brian George, who previously played Dr. Bashir's father, Richard Bashir, in "Doctor Bashir, I Presume?".
