The Ockmenians were a humanoid species native to Ockmenic 9, distinguished by light green skin and two pairs of short horns on their temples and cheeks. They, along with their planet, existed for the most part in another dimension and only phased into normal space-time for two hours per year.

Ockmenian structures appeared relatively primitive, constructed from stone with wooden doors and thatched roofs, though the Ockmenians also had access to some advanced technology like communicators. As of the late 24th century, they were aware of the Federation and had an agreement with Starfleet to receive supplies during the brief window that Ockmenic 9 existed in normal space. They were also aware that a starship in orbit could not be accurately seen from the surface with the naked eye.

In 2381, Captain Carol Freeman convinced Starfleet Command to make resupplying the Ockmenians the third leg of a mission race between her ship, the USS Cerritos, and the newly introduced automated starship USS Aledo, so as to prove the continued viability of the California-class. The Aledo delivered its supplies as scheduled, whereas the Cerritos, due to a delay at LT-358, arrived too late to do the same before the planet phased into its other dimension, thereby losing the race.
