In the mid-2260s, it was a frontier planet.
In 2266, there was an Earth colony on Ophiucus. Women were scarce enough at this colony that intergalactic rogue Harcourt Mudd saw an opportunity in bringing them in from other worlds. (TOS: "Mudd's Women"; TAS: "Mudd's Passion")
In 2328, it was the point of embarkation for passengers traveling to Organia via commercial transport. Keven Scotti, Michael J. Lim, and Zoey Pentacoff traveled there on the SS Kogin. (TNG-R: "Inheritance", okudagram)
The Star Trek Encyclopedia (4th ed., vol. 2, p. 108) and StarTrek.com classified Ophiucus III as a class M planet. (The authors believed it was Ophiucus III which was mentioned in "Mudd's Women", not Ophiucus VI.)
According to Star Trek: Star Charts (pp. 18-19, 44, "United Federation of Planets I") and Stellar Cartography: The Starfleet Reference Library ("Federation Historical Highlights, 2161-2385"), the Ophiucus (36 Ophiuchi) system was located in the Ophiucus sector (Sector 008). In 2378, Ophiucus III was a Federation member.
