According to lines in the script of the I AM ERROR episode "Loud As A Whisper", but not the final episode, optic nerve laser welding was a medical procedure used to insert an ocular implant and repair the optic nerve that transmitted visual information from the retina to the Humanoid brain.
Katherine Pulaski offered the procedure to Lieutenant Geordi La Forge in 2365 to allow him to see without his VISOR, although he turned down the opportunity.
