In 2401, the location of this outpost was labeled in a chart used on aboard the SS Eleos XII. (PIC: "Disengage")
This outpost was only mentioned in writing.
The chart from the SS Eleos XII originated in the Star Trek: Star Charts and was modified for its appearance in the episode. Dave Blass published pictures of the set on his website.
This outpost does not appear on the star chart from the film Star Trek: Section 31 which was set on stardate 1292.4, in the early 24th century. Assuming outposts entered into service consecutively, this outpost entered service before 2367, when Outpost 23 was stated to be in service.
