Paul Menegay was a schoolboy aboard the starship USS Enterprise-D. He was born in 2363.
In 2370, he participated in a contest for Captain Picard Day, which he won with a clay sculpture he had made of Captain Picard's head. William T. Riker described it as "the orange one with the lumpy skin". (TNG: "The Pegasus")

According to the Star Trek: The Next Generation Companion, 2nd ed., p. 277, Menegay was named after a friend of Brannon Braga.
