Paul Menegay was a schoolboy aboard the starship USS Enterprise-D. He was born in 2363.

In 2370, he participated in a contest for Captain Picard Day, which he won with a clay sculpture he had made of Captain Picard's head. William T. Riker described it as "the orange one with the lumpy skin". (TNG: "The Pegasus")
