Penny Muroc was an older acquaintance of Ensign Jean-Luc Picard's whom he met on Starbase Earhart in 2327.

Penny was from Rigel and liked men in uniform. She met Picard twice in a bar in the Bonestell Recreation Facility; he impressed her with his smooth talk about her eyes the first night. She was much older than Picard and when Picard called her a "handsome woman" the second night, she threw her drink into the ensign's face, very much to the amusement of a watching Q. (TNG: "Tapestry")

Penny was played by actress Rae Norman. According to the final draft script, Penny was "well into her forties" by 2327 (putting her birthyear around the early 2280s), while the actress was only 34 when the episode aired.
According to the Star Trek: The Next Generation Companion, Penny was named for an older woman that writer Ronald D. Moore had once dated.
