This is a list of performers who were considered for Star Trek: Picard roles, but who ultimately did not appear in the final version of the series. Performers listed here have been verified as having been considered by Star Trek personnel for a particular role in which they ultimately did not appear.
Robert Beltran[]

Robert Beltran was approached by the producers to appear in the second season episodes "Penance" and "Assimilation", playing an alternate timeline version of his Star Trek: Voyager character, Chakotay, who, in this reality, was married to Confederation of Earth President Annika Hansen. Beltran turned down the offer and the character was reworked as the Confederation Magistrate, played by Jon Jon Briones. [1]
Julius Denem[]
Stuntman Julius Denem was hired to play a Coppelius android in the first season episode "Et in Arcadia Ego, Part 2" and trained with the stunt crew, but had to drop out before filming due to another commitment. He was replaced by fellow stuntman Eric Watson in the role. (Information from Petra Sprecher)
Robert Duncan McNeill[]

Robert Duncan McNeill portrayed Tom Paris on Star Trek: Voyager, as well as Nick Locarno in the Star Trek: The Next Generation episode "The First Duty". McNeill told the Primitive Culture podcast that he had discussions with series personnel on appearing in the first season as Paris. He had additional discussions with producer Terry Matalas about either directing or appearing as Tom Paris in season 2, but for both seasons he was unavailable due to directing work on other projects. McNeill told the podcast that he would have had a few scenes with Patrick Stewart, "like viewscreen or maybe it was in his office or something." [2]
