Philip N. Waller (born 5 July 1977; age 48) is the actor who played Harry Bernard in the Star Trek: The Next Generation first season episode "When The Bough Breaks".

In addition to his work on Star Trek, Waller also guest-starred as Geoffrey on Beauty and the Beast (1989-1988, starring Linda Hamilton and Ron Perlman, with Joseph Campanella, Anne Haney, Tony Jay, Armin Shimerman, Ellen Geer, Daniel Benzali, Greg Barnett, Tony Epper, Janet Lee Orcutt, and Edward Laurence Albert).

Waller previously worked on Highway to Heaven (1985, with Carlos Palomino), the ABC Weekend Specials episode "The Mouse and the Motorcycle" (1986, with Ray Walston), and on The Stepford Children (1987, with Raye Birk and John Hostetter).

Philip apparently left acting after his guest appearances on Beauty and the Beast in 1989. Since 2003, he has been listed as both director and co-editor of the LA-based documentary series Clubbin, apparently about the best clubs in the Los Angeles area.
