In the early 2380s, the Qiris sector lay in the territory of the Fenris Rangers. However, by 2399 this was no longer the case, as they no longer had the resources to keep up with the chaos. In the power vacuum that resulted, the sector became a "sketchy area" overrun by smugglers and petty warlords like Kar Kantar.
In 2399, La Sirena, on its way to Freecloud, made a detour to the Qiris sector so that Jean-Luc Picard could seek help from the Qowat Milat. Picard insisted on the visit because he felt that he might never pass this way again. (PIC: "Absolute Candor")
