The "Red Lady", Rachel Garrett statue
"Red Lady" was a code name given to the Rachel Garrett statue that was due to be dedicated in a ceremony during the pre-Frontier Day recruitment drive that took place in 2401, at the site of a Starfleet Recruitment building in District Seven on M'talas Prime.
The name was first leaked by an Orion dealer to Raffaela Musiker, shortly before the event, in regards to a rumor he had heard on how "something's going down with the Red Lady", in connection with Operation: Daybreak, an investigation of the theft of experimental quantum tunneling tech from the Daystrom Station.
Initial search results
Unsure if the Red Lady was a person or an organization, Musiker researched the term, initially believing it to be "a buyer or seller", before eventually ruling those prospects out. She made twenty-three search attempts against the term referring to a ship, before ruling that out as well. Musiker then focused on the term as a target, while noting all big upcoming events, before focusing on the upcoming Frontier Day event and observing an image of the red Garrett statue.
After learning of the location, she flew there and attempted to contact Starfleet, but was too late to stop a terror attack that obliterated the site. (PIC: "The Next Generation")
An image of the statue appeared in Commander Ro Laren's undercover research implicated as being compromised by suspected Changeling infiltration into Starfleet, as it was included in the data files hidden on her Bajoran earring, she had managed to get to Admiral Jean-Luc Picard shortly before her death.
