The Regent of Palamar

Regent was a title given to one who ruled on behalf of another (usually a monarch), typically because the actual ruler had not reached maturity, was absent, or infirm.

In 2267, a power struggle fomented by a Klingon agent left Leonard James Akaar as hereditary High Teer of the Ten Tribes from the time he was just hours old, following his father's death. His mother Eleen ruled as his regent, and signed a mining treaty with the Federation. (TOS: "Friday's Child")

Palamar was led by a regent during the 2370s. (DS9: "Business as Usual") The Evora were led by Regent Cuzar in 2375. (Star Trek: Insurrection)

In the mirror universe, the regent was the ruler of the Klingon-Cardassian Alliance. Worf was the Klingon regent in the 2370s. (DS9: "Shattered Mirror", "The Emperor's New Cloak")

According to the novels in the Star Trek: Mirror Universe series, this position was equivalent to that of the Chancellor of the Klingon High Council in the primary universe. The holder is considered to be holding the throne for Kahless, oft referred to as "He Who Shall Return". The Regent had a Cardassian counterpart, the Supreme Legate. In 2377, the positions of Regent and Supreme Legate were held by Martok and Dukat respectively. Martok was succeeded by Klag and Duras in short order whereas Dukat was succeeded by Damar, as depicted in Rise Like Lions. According to The Sorrows of Empire, Gorkon was the Regent of the Klingon Empire from 2288 until at least 2295 and formed the Alliance with the Cardassians under Supreme Legate Renar.

Oxilon was the council regent of the Talaxians encountered by the USS Voyager in 2378. (VOY: "Homestead")

In a deleted line from TNG: "Allegiance", and found in the script of this episode, Kova Tholl said that he was the assistant to the regent of Pozaron, the third-largest city on Mizar II.
