Rekar was a Romulan Commander working for the Tal Shiar.
Rekar lead the successful attack and take over of the Federation starship USS Prometheus. He and his officers were the first the test out the prototype Multi-vector assault mode of the vessel on a Federation Nebula class, which was a success, disabling the pursuing ship. Rekar and the others were eventually sent unconscious by the work of two Emergency Medical Holograms, who retook command of the vessel. (VOY: "Message in a Bottle")
