(written from a Production point of view)
Robert Picard was a Picard family member mentioned in a section of the Picard family album created for Star Trek Generations but not featured on-screen. Living in the first half of the 23rd century, he was presumably distinct from the Robert Picard living in the 24th century.
In 2234, he organized a wine tasting for Starfleet cadets at the Onizuka Wing of the Starfleet Academy. The cadets tasted the spring bottlings of wine from the Picard Vineyards. His name was mentioned on an invite sent out by the Gallic-Klingon Debating Society.
