Sector 97 was a region of space, located far from Klingon and Romulan territories. The sector contained a black cluster and Breen outposts.
In 2368, the USS Enterprise-D traveled to Sector 97 to locate the SS Vico, which was charting the cluster, after Starbase 514 lost contact with the science vessel. (TNG: "Hero Worship")
Based on the sector containing Breen space, it would seem that this sector is in, or is relatively near the Alpha Quadrant.
