The Shinzon Incident was a coup d'état and confrontation between the United Federation of Planets and the Romulan Star Empire under Praetor Shinzon in 2379. The event cost the Empire the lost of its Senate, but led to a brief renewal in friendship between the Empire and The Federation. (Star Trek Nemesis)
Prelude[]
In the 24th century, Shinzon was a clone created by the Romulan Empire to replace Human Starfleet Captain Jean-Luc Picard. He was meant to be a deep cover operative for the Romulans in Starfleet. However, a change in the Romulan government force them to abandon their plans for Shinzon. Fearing he would be discovered, the Romulans sent Shinzon to the Dilithium mines on Remus. There, the Romulans abused him, but a Reman miner took pity on him. This Reman protected Shinzon from the Romulan guards' cruelty and taught him how to survive for ten years in the mines. He was accepted as Reman.
When the Romulan Empire joined the Federation Alliance during the Dominion War in 2374, Shinzon was drafted into the Romulan military. He and his fellow Remans, despite being used as canon fodder, won twelve engagements against the Dominion. Following the end of the War in 2375, Shinzon formed his own army of Remans to free themselves and built the Scimitar in secret. He also had Thalaron generator built into the Scimitar. Shinzon then formed an alliance between his Reman forces and several Romulans such as Senator Tal'aura of the Romulan Senate, Commanders Suran and Donatra of the Romulan fleet. Togethered, they planed to overthrow Praetor Hiren and the Senate.
During this time, Shinzon discovered that he was dying due to the Romulans not activating his temporal RNA sequencing. The only thing that could save his life was complete Blood transfusion from the only person with compatible DNA-Captain Picard. Upon his discovery of a the Soong-type android, B-4, Shinzon started to make his moves against both the Romulans and the Federation.(DS9: "In the Pale Moonlight", "What You Leave Behind";Star Trek Nemesis)
Peaceful overtures[]

Suran speaking with the Senate
Suran and Donatra attempted to convince Hiren and the Senate to support their alliance with Shinzon's forces and the Romulan military, but Hiren refused. Thus, Tal'aura left behind a portable thalaron generator when she went to speak with the Tholian ambassador. Hiren and all the members of the Senate were killed and Shinzon was named Praetor. With his Reman Vicerory, Shinzon had B-4 installed with redundant memory port, transponder, and disassembled. B-4 was sent left scattered on Kolarus III near the Federation side of Romulan Neutral Zone, knowing the Enterprise-E would detect him.
After the Enterprise-E recovered B-4, Shinzon requested a Federation envoy, which confused Starfleet due to the political shake up within the Empire. Captain Picard, with the Enterprise-E the closest to Romulus, was ordered by Admiral Kathryn Janeway of Starfleet Command to hear Shinzon out. Despite the limited intelligence about Shinzon, the Enterprise-E traveled to Romulus. Once there, Shinzon revealed himself as a Human, clone of Capt. Picard and gave Dr. Crusher a sample of his blood. Despite Shinzon's desire for peace, Commander Geordi La Forge and Data discovered that he had a Thalaron radiation weapon aboard the Scimitar. B-4, before he was left on Kolarus III, had been programed to download Starfleet's communications protocols to know the location of entire fleet.

The Scimitar & Enterprise-E at Romulus
Shinzon, at the urging of his viceroy, kidnapped Capt. Picard and had beamed to the Scimitar's sickbay. There, Shinzon revealed his machinations and plans for war with the Federation. However, B-4 had been deactivated and Data took his place. After giving him the false starfleet protocols, Data was able to free Picard and escape the Scimitar using a Scorpion-class Attack fighter. The Enterprise-E left Romulus to the chagrin of Shinzon's Romulan supporters. Shinzon, despite his delays promised Suran that Federation would be beyond repair with two days. Donatra, on the other hand, knew that Shinzon was planning to destroy Earth, not simply defeat the Federation.
Battle in the Bassen Rift[]

Picard, knowing Shinzon's plan to destroy Earth with his Thalaron generator and his need for Picard's blood, had the Enterprise-E go to rendezvous with a fleet at Sector 1045. However, when Enterprise-E entered the Bassen Rift, Shinzon attacked and disabled the Enterprise-E's warp drive. The Scimitar and Enterprise-E fought each other. When Picard refused to surrender himself to Shinzon, Shinzon resumed his attack on the Enterprise-E. At that moment, the IRW Valdore under Donatra and another Valdore-type warbird, arrived to assist the Enterprise-E in defeating Shinzon. Despite their aid, the Scimitar was able to disable the warbirds.

The Scimitar & Enterprise-E in the Bassen Rift
Despite the Scimitar's abilities, Counselor Deanna Troi was able to help Commander Worf target the Scimitar. When the Scimitar's cloak was disabled, Shinzon ordered his Viceroy to board the Enterprise-E to capture Picard. Commander William T. Riker and Worf were able stop the Viceroy from completing the mission. Shinzon, believing he had disable the Enterprise-E, had Scimitar look down on Picard's ship. Picard, remembering how arrogant he once was, had the Enterprise-E ram the Scimitar. The ramming had disable the Scimitar's disruptors. Picard attempted to activate the Enterprise-E's self-destruct, but it was damaged in the ramming. Shinzon, despite dying, thus decided to activate the Thalaron generator to kill everyone aboard the Enterprise-E and move on to Earth.
Picard, despite knowing he would die, beamed himself over to Scimitar. There, he fought the Remans and was able to defeat Shinzon. However, he was unable to disable the generator. Commander Data, using the Emergency transport unit, beamed Picard back to the Enterprise-E. Data then destroyed generator along with himself and the Scimitar.(Star Trek Nemesis)
Aftermath[]
Following the battle, Riker and the USS Titan were then ordered to head up a taskforce in continuing negotiations with the Romulans. A pair of Reman assassins attacked the Enterprise-E in a attempt to kill Picard. Despite these talks, the Romulans continued a adversary relationship with the Federation when they kidnapped Imperium Magistrate Clar of K'Tuevon Prime. Several Lower decks' Romulans defected to Nick Locarno's Nova Fleet. The Tal Shiar also attempted to steal the Protostar-class prototype starship, USS Protostar, at Noble Isle. Despite these situations, the Romulans accepted help from the Federation in evacuating Romulus before a supernova destroyed the planet. Picard, now an Admiral, was able to lead the evacuations to planets such as Kalara V and spoke with new praetor despite the threat to Picard's life. It was brief due to an attack on Mars orchestrated by Tal Shiar's secret cable, the Zhat Vash and the Federation was forced to end the evacuation. Though Ambassador Spock was able to stop the supernova, Romulus was still destroyed. Before his death, Data transferred his memories to B-4. Despite recalling Data singing "Blue Skies" at Captain Riker and Counselor Troi's wedding, Data's neural network was lost inside of B-4. B-4 was disassembled following the Mars attack and was kept at the Daystrom Institute. However, Data's "brother", Dr. Altan Soong, was able to reconstruct Data's consciousness when he and Dr. Bruce Maddox built the androids of Coppelius. However, Data asked Admiral Picard and his brother to let him die, to which they agreed to do in 2399. Despite his "death, Altan was able to download Data's memories from B-4 into a new golem/android body, the Daystrom Android M-5-10, before Altan died. The start of the Shinzon Incident began in 2348 when Romulan agent Manthas acquired sample of Captain Picard's DNA during Jack and Beverly Crusher's wedding in the TNG novel, Death in Winter. Also Praetor Narviat had agents steal B-4 and had him studied at Golgoroth before he was found by Shinzon in the Tales of the Dominion War short story, Twilight's Wrath.
