In the late 19th and early 20th centuries, when the modern concept of social work originated, a social worker was often an unsalaried volunteer working with the lowest socio-economic groups of society (i.e. street-level social work), and the term was generally synonymous with "charity worker". Edith Keeler was one such social worker, and an example of a typical social worker in that time period on [[Earth]].

In the latter half of the 20th century, Social Work evolved into an increasingly secular, regulated and academicized field, with professional colleges and associations conferring registration status to its members (thus increasing the regulation and credibility of the profession of Social Work). Various national and international Social Work regulatory associations (e.g. the National Association of Social Workers) composed and implemented Codes of Ethics to govern the professional behaviour and practices of their registered social workers.
 
 
In the late 20th and early 21st centuries, social workers was a somewhat eclectic profession, with social workers being employed in a wide range of professional practice in both the public and private sector. This included child and family services, corrections (prison) work, employment services, international aid/development, addictions treatment and private counselling, to name only a few.
 
 
By the 23rd Century, with the disappearance of war, poverty, illiteracy, corruption and criminal activity on [[Earth]], the stated goals of the profession of social work had been largely fulfilled. These challenges that had been faced by earlier generations of social workers had been overcome through the implementation of the comprehensive and progressive social and economic policies of the [[United Federation of Planets]]. It is unclear if social workers continue to be employed following the establishment of the [[United Federation of Planets]]. However, it is very likely that the scope of social work practice had transformed from an individual client-centered focus to a more administrative and strategic role, with a focus on social policy development and program maintenance.
 
 
It is also unclear if social work professionals had been directly involved in the formulation of Federation socio-economic policy and/or the UFP Charter, but given that the ideals of both the social work profession and Federation policymakers were generally identical, it is likely that this was indeed the case.
