Sta'Kiar was a male Vulcan who served as provost of the Ni'Var Science Institute on Ni'Var during the late 32nd century.
In seeking to understand the Dark Matter Anomaly, President of Ni'Var T'Rina offered the resources of the Ni'Var Science Institute, inviting Commander Paul Stamets to share his research and theory that it could be a primordial wormhole with Provost Sta'Kiar and other institute analysts. Sta'Kiar emerged from meditation concluding that there was insufficient evidence of tachyons to prove the DMA could be a primordial wormhole, noting that Stamets' emotional frustration was illogical. (DIS: "Choose to Live")
Sta'Kiar was later present at an assembly held at Federation Headquarters to debate collective action against the DMA and its creators, Unknown Species 10-C. Sta'Kiar advocated for establishing peaceful first contact with 10-C rather than assuming hostile intent. (DIS: "...But to Connect")
Sta'Kiar was played by Giovanni Spina.
His name and title were not mentioned in dialogue until "...But to Connect".
