(written from a Production point of view)
The Star Trek films started to be released in the Blu-ray Disc format in 2009, as Paramount Pictures began the process of remastering the first ten films to meet the HD standards needed for the format. For technical reasons, only the original theatrical releases were upgraded into the new format. (see also in this regard: Remaster) In 2010, the process was completed and all films were available in the new format thereafter.
As with the remastered DVD film releases (which were essentially spin-offs of the Blu-ray releases), the US initially did not complete the run of individual releases, though Japan, which forms part of Region A with the US, did (albeit with the cover art used for the Region B releases). The remaining films saw individual releases in the US in 2013.
