Starbase 19 was a Federation starbase administered by Starfleet. This starbase was located in the Alpha Quadrant.

During the first Federation-Klingon War, around stardate 4851.5, this starbase, together with Starbase 12 and Starbase 22, was a target of a trio of devastating assaults by the Klingons, which resulted in the destruction of one-third of Starfleet's ships. (DIS: "The War Without, The War Within")

In 2259, the location of this starbase was labeled on a stellar cartography chart that was seen on the USS Enterprise's ready room viewscreen. (SNW: "Strange New Worlds", "Spock Amok")

The starbase's location was labeled in a Federation star chart that was in Fleet Admiral Kirsten Clancy's office at Starfleet Headquarters in 2399 and on the bridge of the USS Titan-A in 2401. Starbase 19 was in or near to Federation space. (PIC: "Maps and Legends", "The Next Generation", "Disengage")

In 2401, this starbase's position was labeled on a star chart used by Captain William T. Riker during his attempt at finding the last known location of the SS Eleos XII. (PIC: "The Next Generation")

The exact plan of attack was not revealed, but it was said to be similar to the plan used at Starbase 22, when a cloaked Klingon raider tailed a Starfleet ship into the starbase spacedock and then ignited its antimatter supply in a suicide mission.

According to the revised edition of the Stellar Cartography: The Starfleet Reference Library ("History of the United Federation of Planets"), this base was located near the Tellun star system.
