Starbase 46 was a Federation starbase near Organia, administered by Starfleet. It was located three hours away from Pahvo at warp factor five in 2256.
There was a moon located near the starbase that had an opera house that at that time had a showing of La bohème in the style of Kasseelian opera. (DIS: "Into the Forest I Go", "Despite Yourself")
Admiral Terral ordered Captain Gabriel Lorca to take the USS Discovery to Starbase 46, to regroup given changes in the Federation-Klingon War, and award Lorca the Legion of Honor. (DIS: "Into the Forest I Go")
This starbase was only mentioned in dialogue.
It was implied in the episode "Despite Yourself" that this starbase was in the same galactic position as Porathia in the mirror universe.
