Starfleet Research & Development (or Starfleet Research) is a division of Starfleet. They maintained a facility on Galor IV. (TNG: "The Offspring")

Starfleet R&D was only once mentioned in dialogue, but seen on several different times on dedication plaques.
Although not confirmed by dialogue, this is most likely the division under which the Communications Research Center and the Warp Technologies Development Group falls.
