The Takrit were a group of mercenaries who operated in the star system where Sobras was located. They were not known for their art.
According to a rumor heard by Neelix shortly before a peace meeting on Sobras, the Kazon-Pommar had arrested a Takrit on the planet who was making a sketch of the conference site. (VOY: "Alliances")
While the meeting was indeed attacked, Takrit involvement or even the truth of the rumor was not confirmed.
