The following is a list of Romulan Tal Shiar personnel.

Named

Unnamed

Guards

These four guards worked for the Tal Shiar in 2375. The first two guards assisted chairman Koval in interrogating Doctor Julian Bashir. The other two guards brought a bruised Luther Sloan to the Romulan Continuing Committee. (DS9: "Inter Arma Enim Silent Leges")

All four were played by background and stunt performers who received no credit for their appearance.

Hijackers

In 2374, twenty-seven hijackers, including Rekar and Nevala, hijacked the Federation prototype USS Prometheus and set a course for Romulan space.

The female officer manned the navigation console on the bridge of the Prometheus and the male officer a background station including the tactical station. During the attack of the USS Bonchune, the male officer was wounded as his console exploded. Nevala brought him into the medical bay where The Doctor treated him but held him unconscious.

All Romulans aboard were later incapacitated when the EMH Mark II flooded the ventilation system aboard the Prometheus with neurozine gas. (VOY: "Message in a Bottle")

The exact number of Romulans was mentioned by the computer voice of the Prometheus.
The two background actors filmed their scenes between Friday 3 October 1997 and Tuesday 7 October 1997 on Paramount Stage 9 and 16. Ty Murphy's uniform from this episode was previously worn by Dennis Madalone, Jay Marks, and James R. Tweedell on Star Trek: Deep Space Nine and later sold off on the It's A Wrap! sale and auction on eBay. [1]

Operative

Romulan Tal Shiar operative

A Romulan Tal Shiar operative

This operative was a member of the Tal Shiar in 2371. She was contacted by Commander Sisko regarding the death of the Flaxian assassin, Retaya, following his departure from Deep Space 9. The operative fully acknowledged responsibility for the destruction of his ship, stating that he was "wanted for crimes against the Romulan Empire" and that "his execution was perfectly legal." The operative was also aware of the Cardassian, Elim Garak, aboard the station; incorrectly noting him as a "cobbler". (DS9: "Improbable Cause")

The Romulan Tal Shiar operative was played by actress Darwyn Carson.
The Star Trek Customizable Card Game gives her name as Vakis.

Vreenak's guards

These two guards accompanied Tal Shiar vice-chairman, Senator Vreenak, on a diplomatic mission to meet with Weyoun on Soukara, as well as a secret stop at Deep Space 9 in 2374. Both guards, along with Vreenak, were subsequently killed while en route back to Romulus when their shuttle was destroyed by a bomb planted by Elim Garak. (DS9: "In the Pale Moonlight")

Both guards were portrayed by background performers who received no credit for their appearance.
The Star Trek Customizable Card Game gives the first Romulan's name as Parthok and the second Romulan's name as Navok.

Assassin

This operative was part of a group of Tal Shiar that attempted to kill Jean-Luc Picard at his family vineyard in the late 24th century. (PIC: "The End is the Beginning")

The operative was played by Graham Shiels.
