No Space Travel ?[]

It's said in the episode that the Barzans either lack or cannot use space travel. If they don't have spaceflight, much less warp flight, why is the Federation negotiating with them? Shouldn't they be protected by the Prime Directive? Or maybe they were exposed to the interstellar community before the Prime Directive was implemented, or by someone other than the Federation? Barzan toxic atmosphere and function of breathing device[]

After DISCO episode "The Project Daedalus" there has been some questioning about why Nhan didn't use her environment suit to provide herself a breathable mixture. That could imply that the suits can only provide a nitrogen + oxygen atmosphere or something else that is not immediately evident. This has drawn my attention to what the breathing device of the Barzan does, which in turn made me look into this fragment of the article: When leaving their homeworld, they relied on augmentation in the form of a breathing device that provided them with the gases found in the toxic atmosphere of Barzan II I couldn't find any evidence in my quick check of the transcription of the TNG episode "The Price" supporting the notion about the toxic gases of the Barzan. Nor does the DISCO episode mention anything about it. Is there any other source available to support the statement about the presence of toxic gases in both Barzan and their breathing aid?
