It is not established in the episode when the First Republic existed. There is a separation between the sentence mentioning this government and the legends of Bajoran lightships exploring their system in the 16th century. Here are the relevant sentences:
- "I saw manuscripts that date back to before the fall of the First Republic."

The authors of the Star Trek Encyclopedia (3rd ed., p. 155) had this to say about the dating of the First Republic, "It was not clear if the 800-year-old plans for Sisko's Bajoran solar-sail vessel were an artifact of the First Republic. It is possible that the First Republic was very much older, since "Ensign Ro" (TNG) implies that Bajoran civilization flourished some 25 millennia ago, and "Rapture" (DS9) establishes that B'hala city disappeared some 20 millennia ago."--Memphis77 (talk) 01:55, November 5, 2016 (UTC)
