Possibly Tarses is an enlisted man not from Star Fleet Accademy, he will probably be court-martialed, placed under "house Arrest" and allowed only in the medical Lab in an emergency for a number of years. Star Fleet has shown that it can be tolerant in potential court-martial cases-such as tolerating Mr. Spock removing Captain CHristopher Pike to Talos IV-despite the "Death Penealty" on the books for even visting this "forbidden Planet"; or allowing a promising young "Red Star" Academy leader to resign than face manslaughter charges when a stunt casues the death of one of his classmate; or even engaging in cloaking technology-forbidden by treaty; or even having a secret Section 31! -- unsigned

Only that concealing one's past on a Star Fleet application while serious would not be the only grounds for dismissal from "the Service"-these examples show that Star Fleet can be very tolerant in cases which would call for the death penealty; prision time for the following series crimes: manslaugther and engaging in forbidden technology; even tolerating a Gestapo like secret "police" which engauges in assisination and espionage-which are against the spirit of the UFP Charter.
