One of the most frequent on location sites used in Star Trek is the Tillman Water Reclamation Plant in Van Nuys, San Fernando Valley, California. The Japanese garden surrounding the plant was designed by, and named after, Donald C. Tillman.

Virtually all epsiodes dealing with the Starfleet Headquarters and the nearby Starfleet Academy were shot at this site, completed with matte backgrounds to fit in with 24th century San Francisco. The homeworld of the Edo species, Rubicun III, were also shot with the plant and garden as scenery. (TNG: "Justice") It was also used as a building on the unnamed planet in the episode VOY: "Time and Again".
