Torat's species was a humanoid species from the Delta Quadrant who lived within the space controlled by the Devore Imperium.
Their appearance was generally amphibian-like, with nostrils located below their eyes and the skin around them inflated to signify emotion. Their pupils were shaped differently than a Humans, the backs of their heads extended outward, and their fingertips were bulbous.
According to a Brenari named Kir, who was familiar with the species, they "power their ships with a fluidic alloy that's difficult to find" called mercurium isochromate. (VOY: "Counterpoint")
A member of this species later visited the USS Voyager during its stay at a Markonian outpost in 2376. (VOY: "Survival Instinct")
