Tos was a Vulcan diplomat serving on Earth, alongside Ambassador Soval, in 2151.

In that year, Tos, along with Soval and Sub-Commander T'Pol, conferred with Admiral Forrest and a group of Starfleet officers at Starfleet Medical in San Francisco. The Vulcans recommended that they be allowed to take responsibility for the disposition of Klaang, a Klingon courier who had crash landed on Earth.

In response to Admiral Leonard maintaining that Starfleet should handle the incident due to it having occurred on Earth soil, Tos stated that the location of the incident was irrelevant and that, if it were not for the Vulcans' dealing with the Klingons, Earth would most likely be facing an invasion force in the near future.

Ultimately, Captain Archer convinced Admiral Forrest to allow Enterprise NX-01 to return Klaang to Qo'noS, over Tos' and Soval's objections. (ENT: "Broken Bow")

Tos was played by Thomas Kopache, who has played numerous other characters in four Star Trek spinoffs.
Tos' name comes from the script. It is a reference to Star Trek: The Original Series, which is often abbreviated "TOS". [1]
Upon Paramount seeking an actor to play the role, they sent a character breakdown sheet to talent agents that characterized the part thus: "Vulcan male. 50s. Ambassador Soval's assistant. Shares Soval's disdain for Human culture." [2]
