The Tozhat Resettlement Center was an orphanage for war orphans on Bajor. This facility was located in one of the districts of the Tozhat Province. Officials there included Jomat Luson and Deela, while Cardassian orphans who lived there included Asha.
In 2362, during the Occupation, Gul Dukat had a female officer deliver Kotan Pa'Dar's son, Rugal, to the Center. Jomat met them and accepted Rugal in.
After the Occupation ended, as with many other facilities, the Center had to rebuild. Its computers failed, and the staff had to make do, as maintenance didn't consider them a priority.
In 2370, Julian Bashir and Elim Garak visited the Tozhat Resettlement Center when looking for information on Rugal after he became the center of a political scandal. Deela met them and explained their computers were broken. Garak fixed their computers in order to obtain the information. (DS9: "Cardassians")
