A transport inhibitor was a device that blocked transporters attempting to dematerialize objects in a specific area.
In 2375, Lieutenant Commander Data used a transport inhibitor aboard the Federation mission scoutship to prevent himself from being beamed away by a USS Enterprise-E shuttlecraft. Several portable transport inhibitors were later deployed by Enterprise-E personnel on the surface of Ba'ku to prevent the Son'a from forcibly removing the inhabitants of the Ba'ku village. Due to their large size and conspicuous positions, several were destroyed by Son'a shuttles. (Star Trek: Insurrection)
In 2401, Admiral Jean-Luc Picard set up transport inhibitors on the bridge of the SS Eleos XII, correctly suspecting that the Shrike would attempt to abduct Jack Crusher. He later destroyed them so that he, Crusher, and Captain William T. Riker could be beamed to the USS Titan-A. (PIC: "Disengage")
Later that year, two Changeling agents disguised as USS Intrepid security officers activated a transport inhibitor as they beamed out of the shuttle Gorkon, preventing Commander Ro Laren from escaping the bomb they had planted. Although Seven of Nine believed that the Titan might be able to beam her out if the shuttle got closer, Laren chose to sacrifice herself to give them a fighting chance instead, knowing that she didn't have time to disarm the bomb. Echelon-class starships were equipped with transport inhibitors capable of blocking transporter usage in their surrounding area.
