A treaty or accord was an official diplomatic agreement to formalize relations between two or more factions, such as following a conflict.
At some time prior to 2151, the Vulcans and the Andorians signed a treaty in order to alleviate tensions between the two neighbors. With the detection of a secret Vulcan listening post beneath the monastery at P'Jem in June 2151, proof was found that the Vulcans violated this treaty. (ENT: "The Andorian Incident")
As this treaty seems to be signed to cover everything of these two powers and not only Weytahn, this cannot be the Treaty of 2097.
A treaty document was signed at the end the Earth-Romulan War in 2160, which was negotiated over subspace radio. One of the provisions of this treaty was the establishment of the Romulan Neutral Zone, with the stipulation that a violation of this zone by either side might be considered an act of war.
