The Treaty of Sirius was a treaty signed by the Kzinti government.
It required the complete disarmament of the Kzinti, with only police vessels allowed. In 2269, Spock, Hikaru Sulu, and Nyota Uhura discovered that the Kzinti had broken the treaty some time ago, as they possessed phaser weapons. (TAS: "The Slaver Weapon")
This treaty may have been disbanded by 2381, as in "Mugato, Gumato", we see a Kzinti in Starfleet who likely has access to phaser technology.
According to StarTrek.com, the Treaty of Sirius was a peace treaty signed after the last of the Kzinti Wars. [1]
