Legate Turrel was a high-ranking Cardassian officer in the Cardassian Union in the 24th century.
In 2371, he was contacted by Bareil Antos, who proposed a treaty between Bajor and the Union. The two developed a good relationship and efforts to negotiate a treaty moved quickly. Bareil and Kai Winn Adami were on their way to meet Turrel when their Bajoran transport was damaged and Bareil severely injured. Winn sent a coded message to Turrel, inviting him to negotiations on Deep Space 9.
Winn proved not to be as adept a negotiator as Bareil, something of which Turrel took advantage. The issues raised included the release of Bajoran prisoners, about which Turrel informed her that there were no "official" Bajoran prisoners except those detained in the Justice Ministry for crimes against the state. Turrel also proposed war reparations that the Cardassians would pay if all Cardassian equipment and property left behind on Bajor was returned. Bareil had already rejected this, as it was dealt with in the armistice of 2367.
With the help of the ailing Bareil, Winn and Turrel successfully negotiated the Bajoran-Cardassian Treaty, which sent political shock waves throughout the quadrant. (DS9: "Life Support")
Turrel was played by Andrew Prine.
The character also appears in the Prophecy and Change short story "The Orb of Opportunity".
Turrel appears in the video game Star Trek: Conquest as the captain of a playable ship.
