Dorian Collins and her family were from Tycho City. Once a month, they would hike out from the city to the Sea of Clouds to watch Sol rise over the moon. (DS9: "Valiant")
When Jack Ransom was an ensign, he claimed to be from Hawaii, but later revealed he was from Tycho City. The sister of another officer, who served under Ransom aboard the USS Cerritos, went to Tycho City Prep. (LD: "wej Duj")
Tycho City was named as Luna's capital in the Star Trek: Star Charts. (p. 32)
Based on Riker's comment, Tycho City is presumably located on the Earth-facing side of Luna, possibly in or near the Tycho crater.
