This Algolian was played by a background actor with the last name Curry.
Curry filmed his scene on 8 February 1991 on Paramount Stage 8 and was listed as "Red Alien" on the call sheet for the day.

The cadence from the song he played was later used as a distress call when Commander Riker, Counselor Troi, and Ambassador Troi were kidnapped by DaiMon Tog. Wesley Crusher recognized the song and was able to help ascertain the location of Krayton. (TNG: "Ménage à Troi")

The musician was played by background actor Victor Sein who received no credit for this appearance.
This alien was dubbed "Victor" by Michael Westmore after the extra under the mask, Victor Sein. (Star Trek: The Next Generation Companion, 1st ed., p. 229)
