Emissary []
In 2381, this individual served as an emissary to the Federation, and was transported by the USS Cerritos to Starbase 25 for trade negotiations. When they arrived at the starbase, Captain Carol Freeman inadvertently embarrassed the emissary, causing him to Dooplercate; the situation quickly grew out of control, with the duplicates overwhelming a large portion of the starship's saucer section. Eventually, Freeman realized that angering the duplicates with insults would cause them to regain control and recombine. Later, she deliberately set up the emissary to Dooplercate again at the Command Conference afterparty. (LD: "An Embarrassment Of Dooplers")
At least one of the Doopler duplicates was trapped beneath the Cerritos' hydroponics bay and had not merged with the others. Its skeletal remains were still there later that year. This area had an atmosphere rich in nitrous oxide due to a Tamarian defrin root being cultivated in the hydroponics bay, suggesting the duplicate suffocated due to this unbreathable atmosphere. (LD: "Room for Growth")
Still later that year, FNN reporter Victoria Nuzé confronted Captain Freeman about her "vindictive streak" by pointing the incident out, asking, "Did you or did you not transport a Doopler into a Starfleet party as revenge for not being allowed inside?" (LD: "Trusted Sources")
This emissary was voiced by Richard Kind.
