These two councilors stood with the chancellor during the initial second contact with Jack Ransom. (LD: "Second Contact") They were also present when the Cerritos arrived to perform upgrades to the existing comm system. (LD: "The Stars At Night")
Farmer 1 []
This farmer received farm implements from Beckett Mariner in 2380. When Mariner was confronted by Brad Boimler, who mistook her actions as selling Federation weapons, he and a second farmer attempted to leave, stating, "Uh, we're just gonna take off", but stood in place after Boimler phasered the ground in front of them. When Mariner revealed the contents of the crate, Boimler was momentarily distracted and the two farmers ran into the pen of a spider cow, leaving the gate open, which allowed it to escape. Afterwards, Boimler and Mariner worked together to recover the spider cow because they farmers needed the animal, but the spider cow caught Boimler in its mouth.
Mariner later explained that she was simply helping out these "humble farmers" from starving, whom she had met during the initial first contact mission when she was aboard the USS Quito, couldn't "afford to wait for Starfleet bureaucracy to notice them". (LD: "Second Contact")
He later visited Qualor II in 2381, where he stood outside of Quark's Bar. (LD: "We'll Always Have Tom Paris")

As he and Mariner waited out the spider cow and Boimler, he asked if she wanted "a snack or something?" She replied, "Yeah, you got any of that milk?" (LD: "Second Contact")
