The Gideon guard was a native of the planet Gideon. He was ordered to keep a watch on James T. Kirk, who was being used unwittingly as a means to introduce disease to the planet's population.

These Gideon natives were seen by Captain Kirk when he discovered that he was being used to spread Vegan choriomeningitis, an infection that is fatal if untreated. Kirk had recovered, but remained a carrier.
The Gideons were suffering from an intolerable population explosion, since they lived in a germ free environment. His blood was to be used so the population of Gideon could be infected and reduce the population.
