This captain visited Deep Space 9 in 2369, where he purchased 5,000 wrappages of yamok sauce from the Noh-Jay Consortium, a fictitious company formed by Nog and Jake Sisko, in trade for a hundred gross of top-grade self-sealing stem bolts. The freighter captain had the extra stem bolts as a result of a canceled order from a Bajoran who could not pay for them. (DS9: "Progress")

The Lissepian captain was played by Nicholas Worth.

The script explains that "the chevrons on his sleeves, the clusters on his epaulets, mark his rank".

The costume worn by Worth as the Lissepian captain was sold off on the It's A Wrap! sale and auction on eBay. [1]^(X)

This salesman sold Quark a holoprogram for holographic waiters, but neglected to mention that some energy sources could disrupt the imaging system. Quark related this to Odo in 2372, but assured the constable he could handle the Lissepian, preferring Odo handle the striking workers instead. (DS9: "Bar Association")
