Vekto Valek K'vadim was a phrase in ancient Nygean meaning "favor the victims." It later formed the basis of the Nygean legal system, in which victims of crimes and their families played an active part in the sentencing of offenders. If a victim viewed a criminal act as more serious than a judge might, the victim's opinion held sway.(VOY: "Repentance")
