Victor Hugo was a French author, known for novels such as The Hunchback of Notre Dame and Les Misérables, one of Michael Eddington's favorite pieces of literature. Jadzia Dax was not a fan of Hugo's work, finding it melodramatic and possessing "two-dimensional" heroines. (DS9: "For the Uniform")

According to the Star Trek Encyclopedia (4th ed., vol. 1, p. 350), the birth and death years for Victor Marie Hugo, who was described as a poet, dramatist, and novelist, were 1802 and 1885, respectively. The Hunchback of Notre Dame was published in 1831 and the Les Misérables was published in 1862.
