Victoria Miller was a Human civilian in the 24th century. She was the wife to Steven Miller, and mother of Wyatt Miller, whom she betrothed to Deanna Troi when they were children.
In 2364, upon arriving at Haven, the Miller family sent up a Betazoid gift box to the USS Enterprise, where Deanna was serving as counselor. They came aboard, and immediately began planning the wedding ceremony. Shortly thereafter however, Lwaxana Troi, daughter of the Fifth House, the Holder of the Sacred Chalice of Rixx, and Heir to the Holy Rings of Betazed beamed aboard. Victoria and Lwaxana did not get along well, and disagreed on many things during their brief stay.
Captain Picard decided to hold a special dinner for their honored guests, and in celebration of Deanna's engagement. While there, Lwaxana informed everyone that it would be a traditional Betazoid wedding, in which all guests would be naked. Victoria said she would never allow it, and said she wanted a Human wedding, with dresses and flowers. Lwaxana subtly let a pet plant crawl onto Victoria's arm, and she screamed. Deanna got up and screamed at them for acting like children, and ran off.
Shortly thereafter however, the dispute was ended when Wyatt decided to board a Tarellian ship which contained a fatal plague. He exposed himself to it, and fell in love with one of its crew members. Victoria and Steven let him go, as they just wanted him to be happy. (TNG: "Haven")
