Crewman William Telfer was a member of the crew of the USS Voyager during its time in the Delta Quadrant. He was a hypochondriac who avoided away missions, his closest friend on the ship was Tal Celes.
In 2376, Seven of Nine conducted an efficiency analysis of the ship's crew, she concluded that Telfer and two other crewmembers were unable to perform at acceptable levels. Seven felt that Telfer wasted the ship's resources with weekly sickbay visits.
Captain Janeway decided to take Tefler and the other two crew memebers in the Delta Flyer, with hopes of inspiring them, Telfer was assigned to look for signs of life.
