A windmill was a structure with blades that captured wind energy and converted it into mechanical energy.
In a conversation with Fleet Admiral Kirsten Clancy about an impending Romulan attack on Coppelius in 2399, Jean-Luc Picard commented that "the windmills have turned out to be giants," with regard to what she had thought to be a quixotic quest on his part. (PIC: "Broken Pieces")
While stranded on Dilmer III in 2382, Lieutenant jg T'Lyn built a windmill with which to grind grain into flour. (LD: "Fully Dilated")
